‘Delivering Value For Money Through Collaboration’ Options Paper Published

The four Chief Constables of Yorkshire & the Humber and the Joint Police Authorities Committee have welcomed the publication of a paper that outlines potential savings to each of the forces achieved through additional collaboration.

Deloitte Consultants were appointed in March 2010, to conduct a nine-week review to find ways that the region’s forces could work together to improve efficiency and productivity and gain the maximum benefit from joint working. The wide-reaching review investigated operational policing for example, scientific support and specialist crime, together with support services such as Fleet Management and Information and Communications Technology (ICT).

The draft ‘Options’ paper has been widely circulated amongst police officers, police staff, authority members, staff associations and unions to seek views and observations before any decisions are taken. Any of the options presented within the report will be scrutinised thoroughly to ensure that proposed savings are achievable.

Mark Whyman, Temporary Deputy Chief Constable for Yorkshire and the Humber, said: “The report stresses that local policing is critical and supports it by focussing our collaboration on the back office and the specialist crime and operations support elements of policing. The report is timely in assessing where we are in the journey of collaboration and sets out ambitious proposals for further collaboration in line with the Strategy for Efficiency and Productivity through collaboration. The Chief Constables and Police Authorities in each of the region’s forces recognise the need for strong local services aligned to the effective use of resources.

“The Chief Constables, colleagues and Police Authority members have been examining the Report’s recommendations in order to develop a shared response. I believe we will be in a position to agree a way forward by early autumn.”

Charles Perrryman, Joint Police Authorities Committee Chair, said: “The draft report is bold and far-reaching, however, we will be examining the finer detail in due course before any decisions will be made.

“Whilst we know that there is an appetite for regional working, we have to make careful considerations of how we plan to make significant savings, and improve service levels over the next five years. There will be an intensive process of consultation and communication before we are in a position to make any decisions about how we wish to proceed.”
